Instructor:
Lt. Todd Wellmann spent 25.5 years with the Indianapolis Metropolitan Police Department, the last 13 years in the Criminal Intelligence Section. Since 2016, Lt. Wellmann has been the subject matter expert on OMG’s and the sole point of contact with all clubs in Central Indiana. Lt. Wellmann has conducted hundreds of overt and covert surveillance operations on clubs, including assisting other agencies around the state and conducting interviews with various known members. Lt. Wellmann is the vice president for the Midwest Cycle Investigator’s Organization (MCIO) and a national member of the International Outlaw Motorcycle Gang Investigator’s Association (IOMGIA). Lt. Wellmann has been teaching about OMG’s since 2018. This training will
have a hands-on segment for conducting stops and searches.
